Shall consist of a couple, both of whom shall be members, or a single parent, who shall be a member, and the couple’s or single parent’s  dependent children who are under the age of twenty-one (21) and who reside in the same household with the couple or single parent.  Children 12 years of age and younger must be accompanied by a caregiver.
